Cash transfer programs can improve children's lives by providing their parents with money for housing, food and childcare, but programs that have strings attached do not achieve the same results as unconditional ones, says an expert group. Cash transfer programs are successful when they have: an easy-to-access delivery system; a predictable schedule for delivering cash and transparency about amounts; low administrative burdens on recipients; and transfers linked to child development. The expanded child tax credit for US families meets several of these criteria. It has few conditions and is delivered predictably, but some families are ineligible based on income or child age requirements, and low wage earners not known to the IRS must sign up.
