The Indian state of Kerala is being praised for its proactive pandemic response and humane approach to Covid-19. It expanded oxygen production months ago, and all 14 districts have "war rooms" that collect data on hospital usage, assign a hospital and ambulance when a patient needs admission and support people at home. Local health care workers track local cases, counsel people and deliver food and medicine. While Kerala has more than 250 hospital beds per 100,000 people -- five times India's average -- and more doctors per person than most states, experts say coordination has prevented the uneven distribution of cases that has overwhelmed hospitals elsewhere.
