Prisoners have fallen ill with Covid-19 at higher rates than everyone else worldwide -- except in Norway, which had only 60 cases as of early March 2021. Norway, with a prison population of less than 4,000, aims to prepare ex-prisoners to be 'your next door neighbor outside.' When the pandemic hit, it reduced numbers being jailed, worked with staff and the elected Prisoner's Council to restrict contacts inside and from outside, housed prisoners individually and bought 800 iPads for video calls with family and friends to reduce social isolation.
