Somalia's Prime Minister Mohamed Hussein Roble announced on Saturday that 30 percent of the country's parliamentary seats will be reserved for women in next month's election. Currently, they only represent 24 percent of the upper and lower houses of parliament. Women's rights groups welcome the prime minister's move to increase the quota, while raising concerns about the fragility of the democratic process in a country that has been plagued by civil war since 1991.
