Robert and Rebecca Kolas of Toms River, N.J., decided to become foster parents in 2013.They adopted 2-year-old Ella Fuller, who had five siblings in need of homes. Little by little, they took the remaining siblings into their home too, fostering the older ones last year. "Our heart broke for them because of all the hardships these children endured," Rebecca told USA TODAY. "They've been in and out of various foster homes their whole lives. We wanted to keep them together," she said.
