In places where home access to reliable Internet isn't available, solar-powered hotspots have been popping up to help students with blended and all-virtual learning models. The Wireless-on-Wheels hotspots are easy to construct, cost about $3,000 per unit and can service about five devices at a time -- rain or shine. This is a short-term bridge solution until Virginia reaches its bigger goal: universal broadband for all by 2028.
